In case it ever comes up in future surveys involving Team Rocket, illegal income is still subject to federal income tax and is required to be reported as income for tax purposes (although the 5th Amendment means you don't have to report what the specific illegal activities were, just that the money was obtained illegally), so individuals working in a criminal organization are technically employed.

I would argue the lady with the Gloom is actually employed. She seems to be trying to direct you to where the handmade goods for sale are, which would make her something like those sign spinners pizza places employ in the summer. ETA: I just realized how brain-breakingly hard it would be to try to do a direct survey of Castelia City in Unova. Thankfully you have four regions to enumerate before you'd get there.

I actually tried to do it for fun in W2 and gave up incredibly fast. Not only are there tons of office buildings full of NPCs (many of those buildings having multiple floors), zubat infested sewers which are never completely accessible thanks to the changing water level between seasons, forcing you to change your DS's date to reach all the NPCs (on top of using dozens of repels to avoid getting attacked by a bat every 5 steps), but there's also huge waves of salary men and women speed walking through the main streets, none of whom can be stopped or talked to. They'll just speed right by you with a "sorry!" if you get in front of em cuz they're rushing to get to work. There's no end to them, and they make the total population of this city uncountable, but it's easily in the hundreds. But that also means the employment rate is likely incredibly high, which makes sense since it's a huge fast paced capitol. Most of the population is probably young people who've moved there for work, along with a few retired Castelians and some kids. I'd assume most of the people not originally from Castelia move back to their home town (or a different town) after retirement, or even after having kids for the sake of the kids growing up in a more peaceful environment. This also points to a very high-stress work culture and lifestyle in Castelia city, but going into that could be a whole separate essay. I'm also not sure which of the people on the docks or in the cruise ships would count towards the total population, since you can't really tell which ones are tourists and which are living in Castelia. I also believe you can't actually talk to all the passengers each trip because of a time limit, and the trainers change with each trip too, though I might be misremembering this one. TLDR: It's impossible to get an even close to accurate percentage on the employment rate of Castelia city, but it'd be fun to watch someone go insane as they try to count the endless waves of people. Maybe he could count the NPCs on screen per second and then multiply that by the typical 9 to 5 or something, though I bet many of the employed Castelians work even longer hours or work nights.

@NoriMori1992 an annual direct survey of all individuals experiencing homelessness on a particular night. The purpose is to provide a snapshot of the homelessness situation in the community. We (and many, many wonderful volunteers) go out and talk to every unsheltered person we can. Like Austin occasionally has to make a guess, we occasionally estimate if we cannot speak with the person (ex, language barrier or sleeping). The shelters also provide us with their records for the same night so we can get a thorough picture.

The house near Cycling Road, regardless of whether it should apply, the lady there is not part of the local economy. She's "vacationing". She's an out-of-town celebrity trying to get away from her fans; aka not included in the survey. As for the people ON Cycling Road, it'd be pretty hard to discern their place of residence (could be from Celadon, could be from Fuchsia), so the bounds of the survey are contained within city limits.(The gaurd for this gate of the Cycling Road probably counts though)

Additionally, the pokemon world has tons of creatures that can either produce or destroy materials across the entire scale of natural rarity. (Diance and Sableye are the immediate examples for gemstones.) As one can imagine, the population and productivity of those creatures can have a huge impact on the supply of those resources, and form their own demand separate from yet still impactful to the economy.

I need to give you the context that the old man in the curry restaurant (14:30) is wearing traditional Japanese clothing. It looks like a men's kimono. Also Japan has a decent history of their own curry culture at this point. I greatly enjoy these videos, just wanted to give you some cultural context! Keep up the great work.
