In LA you need not only a building permit, but a - Grading permit - Foundation permit - Electrical permit - Plumbing permit - Mechanical permit - A demolition permit - An encroachment permit - The fire department needs to give you a permit - If you have a septic tank, you need a permit for that - You need a water and sewer connection permit - You have to have an energy compliance permit - An environmental permit - Zoning permits - Of course, if you remove any trees, you're gonna need a tree removal permit - If you put solar panels, you need a solar panel permit - You need any kind of specialty permits for swimming pools or retaining walls and of course, you're gonna need your certificate of occupancy” 🇺🇸

The idea of "rebuilding" is not really realistic. If ONE house burnt down or a couple houses did, it could be rebuilt in the next few years. But, the number of houses to replace and the resources needed to do that is so much that most people need to be realistic and understand that. Time isn't waiting and kids grow up quickly. I think it is really realistic for people to not expect that they will be returning for the next decade-- and be pleasantly surprised if it moves along quicker than that. Prayers to all. The grief will be a lifetime.

If one of these Palisades homeowners were to be immediately compensated for full replacement cost, I still see them hesitating to rebuild. As far as “taken up by developers” goes, not so easy. These hundreds (at least) of properties are all individually owned. Without some type of government eminent domain seizure, there’s no way ALL the individuals come to an agreement on a sale. Have known the Palisades area well over 55 years. My place of worship since childhood - the Lake Shrine - is there and miraculously survived the devastating fire, unscathed. I can firmly state that the Pacific Palisades environs, being so greatly coveted over several decades, has been built up to excess. If future re-development results in being substantially scaled back, it may prove to be for the greater good all around.

Why would you rebuild your dream home there when there is a good chance that another fire could happen in the future, not to mention that you won’t be able to get fire insurance? The only thing that makes sense is for a large company to buy up the land and rebuild only bland looking fire resistant homes constructed of mostly concrete and have them as rentals.

Good as I live in a very upscale neighborhood in the Summerlin master plan in Las Vegas and would be happy to see the home prices go up even more. Some people bought their house a long time ago when it was relatively cheap and possible affordable for the middle class. They then grew old there. Their house is their life savings. Are they rich? Of course not. Just fortunate. No one begrudges them. Those people will now be gone. It will now be just the rich people in the Palisades. Those that can afford to build to the new building regulations, will put up with all the permitting and nonsense the city has always been great at. And now home insurance will only be affordable in these neighborhoods to the very wealthy people who can afford it. What was left of the middle class there is gone forever. The same for Alta Dena and the other neighborhoods affected. Even if people rebuild the state will give them a step up in basis on property tax value. They will now be taxed at market as if they bought the house yesterday instead of 40 years ago.

A lot of these people had their insurance policies set 40 years ago when the value of the homes was half what it is now. So today they’re insured for $2M when the value pre-fire was $4M and now it will cost $6M to re-build to the level of home they had pre-fire. People in Northern California learned this painful lesson in 2017, then 2018, then 2019 with 3 straight years of wildfires.

+hansel2001- Wrong. Properties are assessed yearly by the city to keep pace with current market conditions, taxes and inflation. Just as one would with a classic car.
