It's called a guide bar. It got tangled on the sprocket because the chain was to loose, and started skipping on the sprocket. The drivers got burred, and will no longer ride in the bar rails. The chain just needs to be in contact with the bar. Don't over tighten or the bar will get too hot, and you'll wear out the clutch and sprocket.

remember to always check if the chain gets oiled, this is very important.
