I live in that area and what you're hearing is those darn air sirens that are always blaring for absolutely no reason all times of day and night. They sound the exact same as what was shown in 15:14. The sound rolls through the hills.

it doesn't have anything to do with intelligence, really. some people get enjoyment from choosing to believe that cryptids, aliens, etc. are real - some others have unexplainable experiences that shape their own beliefs regardless of what logical or rational evidence they see debunking them. it's similar to things like Christianity. there are numerous evidence based facts disputing parts of the Bible, but people have unexplainable things happen in their life that they can only logically attribute to God or their faith. it doesn't really harm anyone, and it doesn't mean they're naive or unintelligent
