How is that Disney's fault? 1st off, Kevin Feige is the one that decides which characters are used and how in the MCU. 2nd, I though Jackson was simply too busy to get extensively involved in the MCU films. And 3rd, you do know he is going to play an important role in Captain Marvel, right?

Gabriel Macht, the actor who plays the Spirit, would later play Harvey Specter, a lawyer who always wins cases by some asspull of an explanation, is adored or feared by all the lawyers on the show, sleeps with almost all the women on the show (except his boss and his sidekick's girlfriend) but his heart always belongs to... his law firm. Looking back, it seems like "Suits" basically had the Spirit quit crime fighting and became a lawyer.

Fun fact: Brad Bird (director of the Incredibles and the Iron Giant) wanted to make an animated film of the Spirit. He even made a pencil test of it (look it up). The film was never made, but I hope that he still has that on his to-do list. It looks like it would have been a much better movie and a more faithful adaptation than this pile of crap.

Something else that has been pointed out in hindsight is that many of the things he is criticized for now (sexualizing most if not all female characters, ethnic stereotypes, overly violent heroes, etc.) were all present even during his glory days; it’s just that back then he still had editors and other people in charge who could rein him in

So from looking at ComicsVine, I learned a couple of things. For one, the villain's name really was "Octopus". For another, the original Octopus was a villain who could only be seen from his distinctive gloves, giving the impression of someone unknown and scary. When Frank Miller adapted the character, he wanted someone to fill those gloves, so he got Samuel L. Jackson, and told him to come up with someone as batshit scary as possible, wearing whatever he wanted at whatever time... That's right. The Octopus being as bizarre as he was came purely from Samuel L. Jackson's creative freedom of the character.

I took the Nazi scene like this: the Spirit and Octopus have been fighting for so long, Octopus has to step up his game constantly to try to rile up the Spirit. Spirit is just bored of fighting Octopus at this point. He doesn't see him as a threat since they're both immortal. Octopus killed the cat because he wanted to piss him off, and hurting an innocent would bother a goody two shoes like Spirit. Oh, and Johansson wasn't phoning it in. Her character was. She briefly mentions something that suggests she's just Octopus's employee/intern or something. She's a punch clock villain who, like Spirit, is also just going through the motions. She doesn't give two craps about Octopus's plan.

I think he always had questionable beliefs, let’s be honest Dark Knight Returns has a weird kind of fascist message. But the thing with great artists is that they can create something you disagree with or even find morally objectionable but still agree that it is great art. I think Miller may have gotten slightly nuttier, but I think the big issue is that he’s just lost all his talent, so that all we see anymore is the crazy.
