@@kannan07my thoughts exactly, not even going into the bad blood and history Banner has with Thunderbolt Ross, there’s the fact that Banner would be against registration, he’d also would not trust the government to try to make him into a weapon or experiment on him to see what makes him tick and try to deconstruct him so they could replicate the process of making more hulks, even an army of them to be controlled by Ross most likely. So if Banner was there he first would try to remain neutral, but if he was forced to pick a side, he would pick anti registration over pro registration. And Thor would try to remain neutral since he is a guest to earth and doesn’t want to get involved with anything too serious decision making wise. If anyone tried to force him to pick a side, he would choose Steve rogers side.

This was pretty well put together. I believe that Thor would have sided with Cap. After the events in Dark World, he would have agreed with Cap that autonomy was needed to deal with major threats. Threats aren't always regulated by borders. Ulysses Klaw was a fugitive of Wakandan justice for stealing vibranium. Had the Avengers been notified of his existence, most of the incidents leading up to the Age of Ultron, would not have happened. And we wouldn't have gotten the rest of the great stories in the Avengers' series either. 😝
