Because the ISP was one of the first police departments to start issuing 9mm pistols. Also this is training, they are not on duty.

@@BrandonSoto92010 Yes, I have read that Illinois State Police issued 9mm pistols, S&W model 59 if I'm correct. But I saw some other clips on YT where other Police departments were training with semi-autos, not only ISP
