China does not bully its neighbor especially small ones. Being citizen of Nepal one of the smallest neighbor after Bhutan, we are never bullied. We have solved our border amicably. Taiwan is part of PRC. The Philippines has different scenarios. It is proxy of US. Japan has difficult history with China and Korea. Japan never acknowledged its past crimes against Chinese and Korean. They are arrogant though look civilized and developed.

That was pretty much outlined in the "War Game Simulation" which the American senators were playing and also it's been said by Elbridge Colby that a war with China is inevitable by 2027. The moment China became the largest economy in the world by PPP metric in 2014-16. The showdown with America was inevitable, because it's a common policy theme in US politics, since Nixon that they should never allow itself to become the "Second greatest power in the world" (meaning they will stop any country that will be a challenger to US hegemony). Basically they want the war with China to be before 2030-32. (Which is the time estimated timeline if and when China finally becomes Number 1 by Nominal GDP) The Nixon model is a pretty standard accepted idea on the Left and Right, whether Democrat or Republican. What matters to them...is American power and hegemony and not any kind of "Rules based order" which is kooky phrase to begin with, that no one follows but wants thier political opponent to follow.
