A virtual program from China Institute. China Institute has been informing the public about China for almost 100 years, through arts and culture, business programs, and classroom learning. We will continue to live our mission, no matter the medium, on every platform where our community gathers, to share, grow, and learn together.
About Has China Won?
Kishore Mahbubani, a diplomat and public intellectual with unrivaled access to policymakers in Beijing and Washington, and Graham Allison, Harvard University professor and author of bestseller "Destined for War", will shed light on the shifting global order in the time of coronavirus and what it will mean for businesses and our lives for many years to come. Financial Time's columnist Rana Foroohar will moderate the talk. This event is timed to coincide with the publication of Mahbubani’s new book, "Has China Won?"
This virtual program, part of our 'Beyond COVID-19' series, was held by China Institute online on April 7, 2020. Learn more at: www.chinainstitute.org

Kishore and Graham almost exactly represented how an Asian intellectual vs an American counterpart thinks and behaves. Kishore looks humble, diplomatic, and intelligent. Graham, while also intelligent, yet shows unwillingness to adapt to changes (still holding on to his Thucydides theory) and excessive confidence (US will always win at the end). But the key misconception that many Americans even including Graham is it is NOT China’s goal to win anything, their sole goal is to improve Chinese people’s life, while America’s mentality is winning at all cost.

Since young, they were taught to plan ahead, always prepared for the worst and not to spend future's money so if anything happened suddenly they won't get panic easily.

Kishore pointed out some crucial factor towards the end of discussion - historical & cultural aspect of China which no one really seems to understand. The west always look at China and judge with their own set of lenses. The Chinese "meritocracy", efficient as it may sound, probably will not work for the western countries because the people simply do not have the same mindset as well as the idea of governance.

@@ChinaInstitute A good example is when Graham Allison said "One of you has got a party-led autocratic system which is a 20th century operating system on which you are trying to paste 21st century apps, and that's not going to work." That has been a typical view by many in the west (oil and water cannot mix, thus China's capitalistic market under a socialist government is bound to collapse eventually), but the last 30 years has proven otherwise. They underestimated the unique/intrinsic Chinese culture and civilization which has survived the past 5000 years.

i was surprised that graham didn't seem to understand Chinese "meritocracy". it is not about education. if you wanted to get into the government you would need to pass the government official examination before certain age. i think it is 35. after that tough luck. once you get into the government, you have to work through the ladders starting from the bottom. no one can suddenly turn up and become a government officials. if you don't do well, you will never be promoted. of course there are people who try to bypass the system through corruptions. but that is beside the point. so in order to be a top official in china, once needs to go through a long process of governing. this has been the system in china for thousands of years.

You are totally right. Actually CCP’s propaganda is super weak, even the people living in China for 40 years like me are seldom watching their TVs and newspapers, that’s why I am here. Ridiculous case here is, after I spend more and more time in western medias, I support China government more and more! Before I visited western medias, I am a “pro-democracy”, and now I am a 100% pro-China and supporting our government. The things happened in Hong Kong wake up many many mainland Chinese turn to be pro-China, and this virus outbreak turn more common Chinese to support Chinese government. I read a official investigation of western source shows that about 17% Chinese turn to anti-America recently one year. That is what I see here in mainland China. Common people here are more and more supporting the CCP government but more and more dislike America, especially it’s government. All I can tell you is, what western medias talk about China are 90% fake or bias. Chinese people don’t hate the CCP, and they don’t feel depressed by the CCP also. They just want a peaceful life and working hard for their family and the future. Since past 20 years Chinese life standard keep improving, why should they change? Or why should they want to change?

Believe me, chinese are not stupid and only after stability although stability is important. They are realistic. Most have come a long way in terms of prosperity and opportunity but they don't expect to be suddenly given riches on a plate. Kishore is a practitioner. Allison is a theorist. Kishore is absolutely right but he has to stop making excuses for the US. 1) The problem with the US (Republican or Democrate) is they view China-US competition as a zero sum game. 2) They believe it is an exercise of Democracy against Authoritarianism. As Kishore says, it is more one of a Plutocracy versus a Meritocracy. 3) The US (particularly with current regime) has become the spoiler on the International stage. It has removed itself from commitments with Paris Climate Accord, preaches freedom of the sea in the SCS but has yet to ratify the UNCLOS, has withdrawn funding now from the WHO, has walked back on its agreements with Iran (much like it did with Native Americans) The bigger question is how can we trust the US for its word with this sort of pattern of behaviour going forward? As Kishore says, China is not interested in promotion of ideology, it is the US that is mired in religion and proselyting, trying to sow conflict with China uneccesarily. Stop making excuses for the US. Call the Emperor's new cloths.

It always amazes me how the West constantly wants to impose its values on our Chinese Culture. Mr Jack Ma asked correctly, "How many Chinese books have you read" before judging us?" I graduated from Columbia University and now living in Hong Kong, China so I know the pros and cons of both systems. The phone-ins and the hosts seem to use the word "authoritarian" indiscriminately based on the often biased Western MSM. Please come to China more often and enjoy our food, scenery and hospitality. New world order is to save the world and not to bully others by show of supremacy. Thanks to both speakers who spoke very well and have certainly added much values rightly and also wrongly of what is to become of China & US. As the world has been in the last few centuries since colonial time and especially so since ww2, were heavily influenced & conditioned by the Western perspectives. Hence the tendency of looking into the future is dictated by Westerners' lenses who merely seek to see who is more powerful from the strength of military, economy, affluence and intellect capabilities. Again the winner is one country who can exert more bullying tactics over others in order to benefits unfairly. This is indeed an old order of tribalism mentality. Do we want to revisit this millennium old survival mindset??? Sorry to say, many people don't see how the Chinese look into the world future since CCP unified the nation into one. In the last 3 thousand years they have gone through untold wars, sufferings and hardships from dozens of dynasties rising and collapsing, and also the greatest massacre, lootings, humiliation waged by the Westerners & Japanese. The Chinese just wants to be strong, self sufficient and capable to survive and maintain good relationship with other nations to protect and maintain a peaceful and harmonious coexistence. Hence when peace is finally restored the Chinese been hardworking, talented and wise were able to create so much values, products & services with exceptional standard sought after by the world over. By applying good wisdoms of age old sages taught by Lao Zi and Confucius who seek not for extravaganza, be useful to society and respectful of others they just did what they supposed to do for the unilateral goodness. The magnitude of the success was unexpected even to the Chinese themselves who never aspired to reign the world like the Western imperialism mindsets. This is just the simplest truth but Westerners complicated everything and bad-mouthed the Chinese to the extent of condemning the evil of communism and brainwashed others to view whatever Chinese as unworthy and inhuman regardless of how she has contributed to the the cause of goodness. Ask yourself who created such propaganda? Chinese? The politics of the west has used the media to conditioned the world by falsification everything with regard to China & others poor nations in order to feel great & gained control of the world. China has never fought any war outside their country's border in the last millennium yet the media had made up millions of reports, news & conferences accusing how aggressive, threatening and destructive China has been. This is a false positive psychology, they're just sleeping & expect to build castles on solid ground. Is this a colonialism strategy again? It's time humanity wake up from sleeping. As China become prosperous she knew that such wealth cannot last long if she did not distribute and share it to the world for the mutual benefits in other ways. In the Western prospective if you can do something what the west cannot do in the last few hundred years of colonization ruled, this BECOME A THREAT TO THEM. Now the Coronavirus is clearly sending a very clear message, when you cheat, bullied, looted and enslaved others for your own benefits, you were actually sleeping most of the time and building castled in the air.

However , china and India still have huge challenges. China always collapses by its own doing due to arrogance and emperors who have no limit on their power...look at what Xi of china dead...look how many people he jailed from his own party to consolidate power...look how he holds multiple positions at the same time, that is not about smart strategy, it is about power...also still the vast majority of Chinese are poor ..yes GDP in china is very impressive but individual income, education, and healthcare are not and are still very weak even after opening up...also how can the people ever be smart if the gov wants to control everything about their lives....also how can china move forward when there is no rule of law ..other countries will start implementing the same strategy and they will collapse ..

Iran is also not doing well.... Japans economy is not what it once was and you don't see much innovation coming from it as opposed to the past.... however, you also see other countries raising like Vietnam and Indonesia and India eventually....it is not black and white....same thing is true of Europe... Dr. Allison's reference to weak emperors is interesting. It's a reference I've made myself. I have a slightly different take on it than Dr. Allison. I don't see Xi Jinping as a weak emperor. I think he is strengthening the position. The elimination of the term limit I think is comparable to the metamorphosis from the Roman Republic's Consul to the Roman Empire's Emperor which occurred under the most powerful and capable Roman ruler of all. There's reason to criticize this transformation. I don't know that Xi is necessarily the reincarnation of Cæsar Augustus (in fact I think he's the third most influential Chinese leader of my lifetime) and I know he has weaknesses and threats within his ruling party. Nor do I think the Peoples' Republic is an unassailable state. I would argue though that, regarding Dr. Allison's characterization of China's government as a twentieth century program trying to use twenty-first century applications, that the Chinese seem remarkably adaptive to real circumstances. A good argument for that is made by venture-capitalist and risk assessor Eric X Li. Also, Xi Jinping's crackdown on corruption in China seems to be having a strengthening effect on the political effectiveness of the country as well as improving the trust of government by the broader population. I would suggest that China is looking strong going forward, even considering the challenges it faces. Regarding the United States, I agree that one shouldn't bet against us. I don't think the American reaction to the current crisis has been very effective and that is because of the long devolution of government competence that both speakers mentioned with the poster-child of government incompetence running the whole thing right now. But even with great leadership, the system of checks and balances developed by our paranoid founding fathers would be throwing obstacles of effectiveness in the path of any functional solution. This is the short-term weakness of the American system, but it is also the long-term strength that has sustained this massive democracy for almost two-hundred-fifty years. It's because of this that the worst plans of some of our worst presidents have been left stillborn in congressional or bureaucratic purgatory or killed through the independent judiciary. While it makes for a somewhat lackluster curriculum vitae it has kept the country from going off the rails. The greatest threat to the United States right now is indeed a weak emperor, and I'm not talking about Donald Trump. In the democracy that the United States operates under, the emperor is the electorate-the people who have the right and responsibility to select their representatives, advisors, and governors. Right now, the electorate is weak. It's politically uneducated, it's susceptible to flattery, it's uninterested in governing, and it's unwilling to hear facts that fall outside its chosen narratives. Because of these flaws, the American "emperor" is out of touch with the needs of the country and the conditions of the broader world. Despite the currently weak emperor though, the United States is still strong. The strength of the United States is in its bureaucracy and that has not yet been undermined to the degree necessary to render the United States weak at this point. And while one political party regularly assaults the bureaucracy, the other regularly shores it up. As for the competition between the two powers, it seems that the Chinese side is much less rhetorically aggressive because it understands that it is still the weaker of the two powers. I worry a lot that both parties in the United States use China-bashing as a way to secure grass root support. And while China seldomly intentionally antagonizes the United States it does sometimes flex uncomfortably within its own geographic region as it tries to undo the concessions it was once forced to accept. I flinch when I see experts claiming that China is trying to undermine American values (or even on occasion human values) around the world. In the broader world I think that is a complete misread of Chinese intentions, though China would obviously prefer to see less American influence in East Asia. Of course, East Asia is where that Thucydides trap is most likely to be sprung.

If I may argue: 1. Actually, China is already number one economy in the world, by far, in terms of GDP PPP (purchasing power parity). @ 2. US' military bases in Japan and South Korea have been built there, in agreement with those nations' governments and in accordance with international law. The CCP is building military bases, oil rigs and fishing facilities on international waters in the South China Sea, violating international rules and in close proximity to countries like Philippines, Indonesia, Vietnam, and Japan, posing a direct threat and confrontation to those countries' sovereignty. Not the same thing. @ (Vietnam. CNBC) @ (Philippines, CNN) @ (Indonesia, Gravitas) @ (Japan, Al Jazeera) 3. If China decides to build bases in SouthAm and Canada in accordance with international rules, and those countries voluntarily agree, there is nothing the US can do about it. 4. I know the CCP has evolved and has achieved staggering economic development, but in the the West many of us don't trust that the CCP will make good on their word to deliver those "reforms for the better" that you mention. Take for example China's entry in the WTO in 2001, or the Hong Kong handover in 1997...all promises and good intentions at the beginning, and look what is happening now... @ 5. Finally, I don't know if you are Chinese yourself. If you are, I will say that I have the upmost respect for the Chinese people and China. China is one of the oldest civilizations on Earth, with an incredibly rich history and culture. Chinese people are as kind, decent and hardworking people as you will ever meet. @@tommypark855 that's because you're paying a premium for those products which are under international quality control from large companies, China has these too. Your Apple phone (which is made in China) is an excellent example of this, and if you choose to pay a penny and select cheap products from China and then complain about it being poor quality then that's your issue. See premium products from leading manufacturers like Huawei, DJI. China is creating its own brands for world recognition, it is moving beyond the manufacturing hub it once was. while other countries that you've mentioned are just beginning their manufacturing industry. Tell me an internationally recognized brand from the countries you listed. You Can't, cause there are none, they're all manufacturing hubs. Sure, there are still so many smaller manufacturers in China that produce sub-par products and there are quality control issues with that but there is no perfect country, perfect system. The thing to focus on is how to eliminate small manufacturers that produce poor quality goods and invest in them so they can produce hight quality products. Trust me, no one wants a poor quality product when they have the choice. You have that choice, so stop buying it. Spend the premium and try a premium product from China. It will open your mind a little. Understand the bigger picture before you comment.

@@wintors4286 I'm not in disagreement with you. I was simply refuting what Alan Tang was saying that is countries like vietnam and india can't replace China as our main manufacturing hub. To use your own example of international quality control, Samsung has been manufacturing many of their smartphones and other electronics out of vietnam for years with great success, so yes, I do believe we can move our manufacturing elsewhere without much fear of quality issues. I don't buy made in china products when I have a choice, and I'm all for paying extra for products made outside of China not just for quality, but to stop empowering the evil CCP to continue exploiting its own innocent people for slave labor.

Imagine that a similar viral disease occurred in USA in mid October or November, CDC would have been notified right away by a hospital or a doctor. CDC would have then announced the viral outbreak immediately without a second delay which would otherwise not have been tolerated by American public. Here, Chinese government, whether local or central, muffled and punished health care professionals, thereby by delaying the awareness of the outbreak. Meanwhile people were moving and traveling in and out of the source spot, spreading to the whole world. Local epidemic would never have been global pandemic if initial health care professionals and government officers cohesively acted promptly and openly.

The aircraft carrier killer mr kishore mahbubani said is the China made land to sea missile DF26. You can google DF26 and get insights to it. This different DF missile are very mobile and can be launched from any trucks and travel at several times the speed of sound and then get into the space sphere (to avoid early radar detection) and then come straight right down to hit it's target (Aircraft carrier AC) and sink the entire AC.

China just want their ppl to have a better life but do not want to dominate or trample on any countries. Just that other country especially USA is always finding fault with China. China can never be democratic that’s is for sure. If not the country will be chaotic. Anyway, in China there is so much freedom as long as u do not break the rules. So if country like USA should accept this instead of forcing democracy or feel treat on their own economy. If so USA should plan diligently on how to improve their economy instead of using all kinds of unscrupulous means to suppress another country. Not only China but USA should acknowledged and work together to make the world a better place.

China could introduce a $100 billion Covid-19 rescue package to help countries overcome this deadly outbreak. Just sending a few million masks and other medical equipment is not enough! The Chinese government needs to win back trust and goodwill at all cost.

No single pure system can work and applicable to all the cultures and country. Traditionally, China has been doing well by taking extra systems and culture and integrated into their system. Of course the Japanese has done even better in the recent years. Therefore, there is pointless to argue communist systems ( as Krishore said, China has no interest in promoting communism and China is no more a communist country since she has tested and failed) against western democracy system ( practically there is no pure democratic system). Looking at Singapore, it is a good example of a mix of both but more towards western system due to the size and society.

There is still massive potential especially with the third-tier cities in the inner lands, far from the coast. However, it remains to be seen if that potential can be tapped. There are many issues that hold under-develop areas in the middle kingdom. I believe those issues are less difficult to overcome than in India but only the future's past will tell. A competitive provincial system with less grip from the politburo might exponentially free up those developing areas but it would also mean a political system with more competition. This is a threat to the CCP and might induce more instability in China's buffer states(Xinjiang, Tibet). But conversely, it may increase stability in the Han ethnic core territories.

The discussion between these two Giants was great. It's funny though. Here is Allison building staunch complacency against China's social structuring prowess to build it's nation (contrary to his much, much earlier views as China being super cut to Western 'freedom') AND Mahbubani's further strengthening rationale/justification for China's preemptive hyper cautionary tale of keeping America on its soap box so as to never underestimate it's rival DESPITE China's solid covert dominance over the US. Really great discussion. Thank you.
