Guantanamo was a perpetual lease to the USA from the old Cuban government; both sides must agree to termination. (The USA had helped Cuba gain independence from Spain.) The Castro government wasn't happy with the old arrangement, but what could it do? Each year the US writes a rent check, and Cuba doesn't cash it.
