Why does LAPD shut off all their lights when they arrive on scene and put on a cruise/ steady burn mode?

I believe it's because police scenes usually require focus, and it might be a distraction to other officers while they are working on the scene.

It kinda blinds drivers when they’re on scene. CHP told me that they usually have the red steady stage 1 because they don’t want to cause a distraction
