it'll only consume less battery if the display technology is OLED (where each pixel emits its own light). Otherwise if it is LCD then it'll consume the same amount of battery no matter whether it is black or not (in fact, it might consume more battery since the LCD backlight would need to shine brighter to pass through white pixels for white text and block pixels for the black wallpaper in order to be more legible.
