Proper valve service also includes new seats o rings teflon , copper bonnet crush washers and over pressure copper disc !

Simple green corrodes aluminum. We’re not allowed to use it at work on aircraft parts. We use a medical grade degreaser powered with water that works wonders. Then we oven dry components.

Can a tank that hasn’t been previously used for nitrox, be cleaned and used for nitrox?

Yes - you can properly clean a tank for use in nitrox. There are standards that we follow from PSI-PCI on how to clean and prepare a scuba cylinder for Nitrox blending.
