It truly depends. I’d want either an amendable PO, a bone fide offer, or a bone fide offer acceptance, depending on the type of business, the permanence of the relationship, how much business you hope might come from the ongoing relationship vs. the immediate deal, and what you have said so far (can your previous conversations be considered an offer or an acceptance of an offer, and this turns on wherever all material terms of sale were agreed to and settled).

I love your methodology. Put them on the spot with theoreticals and give them an easy out just incase they aren't being completely forthcoming regarding hesitancy. If they jump ship you just saved yourself the time you would have been waiting for them to reply after sending a quote. Timeline accountability.
