Mac totally killed that guy. He deliberately stayed on top of him on the conveyor belt before jumping aside and not giving him the chance to do the same!

And that's all true about this scene in this episode. But then again just to give you and nice honest and friendly tip. Mac hardly ever killed anyone especially the bad guys. He just knocked them down and out by punching and kicking. But then again if he killed this bad guy he didn't intend to. He didn't intend to let him die. And also he's not the first MacGyver villain Mac let die. But anyway this was a great episode. And guess what?
