The electoral college is a constitutional issue. Even with all three branches of government you can't change that. You need to either amend the constitution or get more states to join the National Popular Vote Interstate Compact. Look it up. Neither involves federal legislation though.

Can’t, since it’s in the Constitution it would require a constitutional amendment to remove, which requires (if memory serves correct) 2/3 vote in the House, and Senate, along with around 2/3 of all state legislatures (30+ States) to pass it aswell to amend the constitution. The only way to change the way the electoral college works is through alternate legislation which I think only states can pass. The founding fathers really didn’t want this one going anywhere
