Definitely, body moves first and the limbs follow. The principle is vaslid to defensive movements in other martial arts, too. Body reaction as first is also more important as the most important vital organs are found in the body. Individual speed of the limbs in a whip like action also starts with the body as the handle of the whip. Paul,69

For me, this is a very good explanation. In this way is later possible to move different limbs in different speeds, along different paths, or to move away from any point on the body. However, there is no shame in starting Taijiquan with unconnected body parts. This is learning material and should be a big topic at the beginning.
