I have thought a lot about this theme and as a private tutor I have succeeded in rescuing college students from forgotten mathematics. Concepts do not stay a lifetime, unless we have continuing excellent education. By the 10th grade students have become quite confused about the 40 or so major concepts they have learned. I ask a student what is 3 and 1/2 divided by 1/2 and they do not get 7 right away. They go through the algorithm of fraction divide. The older people get the more they forget the clarity created in elementary school. Try teaching an SAT student percentage fluency. They can solve problems when the context is known. By that I mean the chapter in an Algebra 2 book. There is no residual expertise created even in those who can do completing the square. There simply are no easy paths. Sorry for the long tirade.

Can you compute addition without have the conceptual knowledge of addition. I don't think so...
