Actually you can § 52-7. Bonds of police officers; liability insurance policies. In lieu of posting bond as provided herein, any such police officer may furnish an adequate liability insurance policy as proof of his ability to respond in damages, which may be adjudged against him in favor of any person or persons injured or damaged in any manner resulting from his unlawful, negligent or improper conduct while on official duty, to the amount set forth above. The premiums on any such insurance policy or policies shall be paid out of the funds appropriated for the maintenance and operation of the Department of State Police. And to touch the “thing” someone is holding in their hand, without their permission, is a violation of LAW and would technically be considered “hands on” because she used her HAND to touch his property.

Josh. I have a good eye for people that are on drugs. I lived in a really bad area for 7 years. All of my neighbors were on drugs. As soon as you started talking to that officer in his patrol car i immediately thought he was on something. And then you said something I didnt catch about his eyes. I couldnt believe what i was seeing. His whole body movements. Wide eyes. He needs tested.

Most states signal law require that the non use of a signal could affect the actions of others. Like being on the road at speed with cars behind and then braking to turn with no signal. No signal in this case affects the drivers behind by reducing the time they have to react to the car in front and whether they can possibly go around the turning car. Merely leaving that parking lot without a signal would not affect any other drivers. No victim, no crime.

@oldriver1827 I'm not from that state, and I am not familiar with the turning statutes. Some states say you don't have to use your signal if there is no car within 300 ft in either direction. If that statute states a signal must be used regardless of intrusion, then it can be issued. I'm taking it that these guys already looked at the violation as it's written. You can be right. I just answered how to issue a summons by a civilian.

If a officer is wearing there bad at 3 feet high how else is someone suppost to Identify the badge information, drop to their knees to read it. With a phone it makes 100% total sense to drop it down to record it, it's safe efficient and non-attrusive. Smart, the normal person would never have a good way to really find out. Smarter method for them would be to wear it what most law enforcement does I feel.
