There is one Pdf article on Google in the name of "Contributions of Marathas Towards Shree Jagannath Culture" in that article the writer clearly mentions that the all the decisions during the reign of Thorale Shahu Maharaj was taken by himself whether the expansion of Empire or the taxes collection from various parts of India that means Shahu Maharaj was so much capable than our thinking and all the Great maratha warriors like Bajirao peshava, Shinde, Holkar, Ghorpade, Nagpurkar Bhosale, etc were obeying their orders. Shahu Maharaj of kolhapur was infighting with tararani of satara. Bajirao was capable doesnot mean shahu was not capable. Wars of bajirao are the testament of his courage and bravery. The commentator is biased towards peshwas' (brahmins) due to obvious reasons. True warriors were the common soldiers and maratha sardars. In fact later peshwas were very incompetent, irresponsible and self centred. Panipat was lost mainly due to their very wrong approach and tactics. They even sided with the british to subdue other nationalists. In the end they lost to the british due to narrow mindedness. Wrong history is still being propagated by these conniving deshdrohis'.
