Yeah the dry break leaked and it was still pouring fuel. If you actually watch the clip you can see that the flame spreads up the sidewall where the fuel had poured. He set it back down in the pit so that the flame didn't spread any further and he was able to get out of the way of the fire marshall.

It's just an exterior burn. Driving the car greatly reduces the chances of it penetrating the fuel system or harming the driver as well as extinguishing the fire pretty quickly and effectively.
