When you chain 2 then do a DC are you doing it in the same stitch as the chain 2 or are you going in the next available stitch?

How do you decrease the half double crochet? I see you teach us how to decrease the smaller crochet but not the bigger one. Now I am trying to figure it out and my hat looks off cause I’m messing up.
