Does it have to be current row crop land? Or can it be cattle pasture?

That will depend on the programs that your state has available. Call your local office and talk with them to see what options you have.

why not manage your land how you wont to without more government overreach?

You certainly can, and many do. But, for some landowners or prospective landowners, having the additional income can make owning more affordable, or make purchasing a property attainable. Also, the cost share benefit is great, especially if there is a program that is similar to a management practice you already want to implement, then you save money on input cost - and potentially receive an annual payment from the government for the program.
