Even in Agra, people only go to the Taj Mahal but ignore Agra Fort, Sikandra Tombs, Baby Taj, Mehtab Bagh, Fatehpur Sikri etc. Places like Varanasi, Sarnath, Ayodhya, Mathura and Prayagraj also have a lot of tourism and pilgrimage potential. But the most underrated city for tourism in UP by far is Lucknow. The city has so many people historic monuments but they're completely ignored by international and domestic tourists.
