If I had a or 3.5 x 3.5 in could I make a dowel at 2 in inches same method?

You would need a jig with a 3" entry hole and 2" exit hole. The stock would need to be 2.122" (2-1/8") square, much smaller than what you have. It should work but may be a challenge due to the large sizes. Let us know if you try it and how it comes out.
