No need for ventilated and open area for this reaction and no solvent as well. Inside distillaton flask is heated Urea (Carbamide) at 190 to 200 celsius when it releases Ammonia the most. A condenser is connected to the pipe of the distillation flask and a hose is connected to the condensor. On the other end of the hose is connected a pipe which enters a plastic flsk with larger neck which has ice and water in it. Almost all the Ammonia gets trapped into the water which means cooking it in a basement even with closed door from time to time ;)

It is indeed doable without solvant but if the point is to make cyanuric acid and not ammonia, I think the yield will be better with this kind of setup

You can use most solvants that boil after 180°c and cannot dissolve urea so you should be good
