Outscales Kaguya.....lol no. Stop this linear, lazy powerscaling. Naruto and Sasuke only won because they sealed Kaguya by mere touching together....Sasuke's Perfect Susanoo was broken 2 times in their fight with Kaguya alone. Jigen/Isshiki is more lethal on physical while Kaguya is long range type with a one hit KO move. You also need to factor the time differences of 15 years where Teen Naruto and Sasuke trained and fought tough opponents non stop compared to Boruto. All Otsutsuki so far are all scaled almost equally with slight variation of who ate Chakra Fruits and who ate their partners. Momoshiki have interesting abilities but nowhere near lethal than Isshiki and Kaguya's abilities.
