Wait, you can't tell? Man, they used to teach clerks about that, back when I was one. If the ticket is a gag gift, it will have a disclaimer to that effect printed on it somewhere, because trying to turn in fake lottery ticket on purpose is fraud, as is selling one to another person if that person believes it is genuine. The vast majority of the time, though, people just do not understand the rules of their scratch-offs, because they didn't read them. I'm guessing that winning claims are handled more digitally now, but it used to be that people would come in with tickets that COULD have been winners, except they scratched off too many boxes or whatever.
