Due to Solomon's superior experience, foreknowledge and wise judgement he would definitely have the strategy advantage over Cain like way beyond of anything the Juggernaut can come up with. The Juggernaut doesn't know anything about Shazam either. While Cain comes up with an idea, an attack strategy or a direct strike Shazam has already come up with a counter attack, a counter strategy and an effective defense. It's the way Solomon works he pretty much always knows what to do.

Captain Marvel may have the combined strength of Zeus, Atlas, and Hercules but Cyttorak is an elder god and could increase Juggie's strength to the point to where he could take him down and how do you hurt someone who can't be hurt? Jaggy is already indestructible without his impenetrable force field Captain Marvel may have the speed of Atlas and he could land blows on Juggy all day long and couldn't hurt him and he's got one of the best quick healing factors in Marvel Comics.

But at the end of the day Juggernaut is represented by 1 single Demon (Cyttorak) Meanwhile both DC characters are the avatars of 6 gods combined a piece. Juggernaut can not and has no way to defeat them. At the very minimum both these characters Adam & ShaZam would battlefield remove Juggs. And thats at the minimum. Its not just that they can fly cause Juggs deals with flying enemies but these two specifically are way smarter and faster than Cain here. No juggernaut could not defeat either one of them often if ever at all.

I think ole Billy can out think him. Juggs is not the sharpest tool in the shed. Besides the DC Universe as a whole is so much stronger in general than Marvel. Atlas is a Titan, true. But Titans can be stronger than gods. And yes, Hercules is a demigod. Half man, half god. Achilles is not a demigod, he was just a man that his mother dipped in the river Styx which gave him invulnerability (except his one heel that his mother held him by while dipping him in the water). Solomon was also just a man.
