If we're going with the idea that Palpatine is the same as he was in the Clone Wars, then we know he doesn't care about Vader personally. He uses Sith apprentices to reach his goals but when they die it doesn't really seem to phase him at all. The fact that Vader might have become more powerful than Sidious, as Sidious admitted himself, shows just that he wants the most powerful Sith to be completing his goals, even if that means he has to die first. Therefore, he wants Vader to die and be replaced or overcome conflict and prove his ability to complete his goals, just like the Clone Wars. Nothing personal about it.
