The indicator was on from the beginning of the clip, so it could have been on for longer but it was on for at least 5s before the cyclist passed. He clearly looked like an adult in pro riding gear. The car and rider were on the ROAD. The law is crystal clear for overtaking a turning car - don't! Get your eyes checked.

Calvo Tama It's pretty likely that the cyclist was distracted before he saw her indicating. The distraction that comes from shoulder checking on a bicycle can be quite intrusive, by the time you look back to see one or two flashes of an indicator and you're on 28mm wide tyres, trying to stop isn't really too much of an option. The cyclist by law can be in any position within the lane, too. Mix that with not expecting a vehicle to turn into somewhere illegal, he was probably placed in the centre of the road.
