Not too surprising, all bureaucracy [ not just the FAA ] inherently rewards quantity over quality. It is a condition that just naturally forms from the underlying organizational structure. Whole economics books have been written analyzing the situation. But at least we have your guidance to help navigate it with reasonable efficiency, I can only imagine the headache [or dismissiveness ] created back before this type of assistance.
