look at the IC diode photo to the left of ic6, it is this which seems to activate the relay (at 35'58") if when you turn on the power it is not through like a relay it either has a problem with its power supply (220v) or does not work: it serves as safety between the base and high voltage. It could also be a problem with the 12v power supply distributed to your relay. good research.

the IC is marked CM6901X but VCC pin on the datasheet doesn't align with what I see on the board so I'm not sure. Yes, the lack of power to the relay is the reason it doesn't turn on, but when I inject the power it produces 2V above the threshold so really don't know about this one.
