whats the theory for dominant alt chords and when to play them?

Anytime you have a Dominant 7 chord or you want to move a perfect 5 down or 4th up.

Pianodownloads alot of songs uses basic chords and progressions but ppl like you or mike bereal jason know to create different sounded altered chords like whats the theory behind that how can you turn a chord to a different alt chord without changing the structure of the song if im making sense?
