Actually their main function is to provide income for the developer after they're done. But since that wouldn't sit well with people they say it's for the greater good of the neighborhood. City code enforcement is all you need. What a scam.

If you join an HOA, you are giving them permission to rule your life so obey them no matter what. People will still join HOAs voluntarily and still complain.
