The song seems to be about a relationship where an abuser is cutting the wings off of their partner, only for the person to then make more out of themselves. Kind of like a "what doesn't kill you makes you stronger" type of deal. Bizarrely, the lyrics are from the perspective of the abuser. But that's always just been my takeaway from the meaning. There are probably other ways to look at it.
