Well Kokushibo has the scary demon form while Muzan's demon form is just himself with only white long hair. Soo the question is, why Muzan is a Demon King? Not because he can make humans demons, but because his demon form is not scary. Kokushibo should be the Demon King.

Kokushibo always strike me as the more befitting final boss of KnY, ten times more than Muzan. Similar to how Vader is the face of the Empire and the Dark Side despite Palpatine being the Emperor/ultimate evil figure, Kokushibo is the embodiment of "a human escaping into demonhood because of his personal vice." In this case, his inferiority complex and self-importance of "I cannot die this young, not before I surpass my brother." Not to mention Kokushibo also looks like Tanjiro's father, making him more of a Vader analogue.

Kokushibo is literally all 7 Deadly Sins: • Envy = He's jealous of his brother Yoriichi's skills. • Greed = He decided to take Muzan's blood to become the most powerful swordsman. • Gluttony = He feast on humans as a demon. • Lust = He loves being a swordsman. • Pride = He wants to be the greatest swordsman in history. • Sloth = He doesn't even try to find the Blue Spider Lily for Muzan. • Wrath = He will make anyone suffer for making him or Muzan angry.
