Forced installation of prepayment meters has been done unlawfully without proper checks all over the UK. Ofgem have put a temporary ban on this now. But the people trying to help the householders need to quote the correct law. The warrant is lawful, but obtained with no proper checks before issuing. If it was me, I would just ask if they had done the proper checks on the household for vulnerability etc. They won't have done.
