Laws are weak...parents are the answer. Children have too much control in a lot of households these days. If you start at the beginning they won't know the difference. " My house my rules" didn't harm me one bit my three kids all survived the same rules. If you're suspicious, there's almost always a reason. Check into it and if needed do something about it. Law enforcement and politicians should not be raising our youth.

We were walking home from the kids school when she got upset and started walking ahead of us and crossed a street without looking. I got onto her and popped her butt. So we spent the rest of the walk with me explaining (calmly) she'd be the one not home that night, that I would miss her and how difficult it would be for me and dad to get her back. When we got home I offered to call the police for her and she declined. You need to start early and be consistent with teaching consequences. At least in my family
