There is a concept of Pativrata in Hinduism. Those women who follow Pativrata Rules. (It's personal choice not mandatory - great fruits of observing this rule has been mentioned in Sanskrit Literature / Shastras) They cannot masturbate , See in history of in india from Buddha time 600BC to 17th century before British came, most women never experienced orgasm , but the cheating rate was really low. Our sanskrit literature tells us that a woman following Pativrata Dharma should not masturbate. It considered impure. This is not mandatory as told above. If a woman born in hindu family, believes in god and our scriptures wishes to get all the great merits of following pativrata dharma she must not masturbate.

This brahmachary till 25, and 25 for grihasth , 25 for vanaprasth is not real its hypothetical People used to get married at age of 10-14 till 19th century. And it's not child marriage - they were actually really smart back them which we termed as child marriage Life expectancy is only till 40s, maximum 60s Only few brahmins used to practice this brahmachary till 25 concept. We don't see it in practice.
