Personally, I think the substitution of Garak in place of Rugan Skyl changes things a lot on the moral choice quest. If it was some random Cardassian minster I'd feel alright yelling at him. However now it is Garak who is probably well known as an important person in the fight against the Dominion, his helping of the Federation/DS9 (though obviously not all the details), and his actions trying to reform Cardassia through his work in their government after the war - that changes the metrics astronomically. So sure Garak, if you really want it, here is your alcohol brewed from the finest Bajorian tears for your "friend"! Thanks for saving the Alpha Quadrant!

Garak's discussion of bajoran kanaar sounds a little weird, mostly because originally the character had been Rugan Skyl (a former military officer during the occupation) but they replaced all his appearances with Garak during the "victory is life" expansion. which makes the somewhat arrogant tone and praising of the occupation soldiers feel off. personally i just like to think that Garak is toying with the player, trying to get under their skin a little to see how they react. like he used to do with Bashir and the crew of DS9 when he was just a "plain simple tailor". got to keep those skills sharp, right? especially since intrigue seems to be as integral a cardassian trait as subterfuge is for romulans.
