I'm tall, and have to make these adjustments on every pattern I make. Usually patterns have a lengthen/shorten (L/S) line marked across the sleeves, upper body, and lower body. On commercial patterns like this Simplicity it's drawn as a double line. Butterick, McCall's, and Vogue also designate the L/S line with a double line and typically says "lengthen or shorten here." Independent pattern companies don't always include these lines. To adjust a pattern for a tall person, cut along the L/S line and spread the two pattern pieces equally apart by the required amount, with some paper underneath (tissue paper works well). Tape in place, then connect the lines of the pattern across the gap. Usually the L/S line cuts across the grain line, or draw it longer with a ruler before cutting the pattern on the line. Try to keep the grain lines stay in a straight line if you can. This ensures the garment will hang properly when it is completed. For a shorter person, instead of cutting on the L/S line you fold out the extra length (what you fold out is half the total removed). Get a friend to help you measure yourself and compare to the sizing information on the pattern. Or maybe you know about how much you need to add to the height/length. For the sleeves you could measure the sleeve length in a coat that fits you well, from the top of the sleeve cap straight down to the hem. Compare this to the pattern, omitting the 5/8" seam allowance at the top of the sleeve and the hem allowance to figure out how much extra to add. Because of the way this pattern is constructed, with the lining sewn to the hem before the sleeve is set into the armhole, you must cut it to the correct sleeve length as it will be difficult or impossible to adjust later. This has two piece sleeves, so don't forget to adjust both pattern pieces. If you add to the body length (again, make the same adjustment to every piece), you'll need to respace the buttonholes vertically (up and down) so they are equal distance apart. Keep the buttons and buttonholes from ending up near where the belt will lie when tied or buckled. If you make changes like this to a jacket pattern with a front zipper you may need to buy a longer zipper.
