I fully believe DK Pass is only a snow level because the developers realized they didn't have one late in development and changed DK's level from jungle to snow. Edit: Minor spelling mistake.

Considering the original "donkey_course" build, you might be onto something. Possibly, they realized it'd be the next track after Shroom Ridge, and the two tracks would've been too similar to each other.
