Looks like maybe it was in the process of being refurbished. Too many of these rigs are modified with three conductor cords and internal fuses. There's no reason to do that. The original cord already has fuses and the chassis has a connection for earth.

I tried to Tune in Tokyo and even cleared out all the static noise with a whole can of brake cleaner, but all I got were people yelling out gang symbols.
