This is one of the reasons I could never move to Mexico. This is morally reprehensible, dangerous (rabies and random attacks) and not a civilized situation. Bad enough that strays are in shelters in the States, without them running loose.

Are you serious? The amount of people attacked, disfigured and even killed by packs of dogs in the US is very high. People are dumping dogs everyday in the US. If you think the situation is great here you need to get involved in animal rescue in your area. I don't think we should be pointing our fingers at Mexico until we clean up our own mess.
