100% you can, in te previous entries, in a team battle you choose Goku (End) and Vegta (End) for a few skill points you can fuse. I used it all the time against my friends as a kid as a last resort kinda thing because when a fusion character is defeated you lose both characters.

In reality Kefla or Caulifa would solo Gotenks her and Kefla fused would no diff Gotenks since she was dominating Super Sayian Blue Goku and pushed him to UI. Base Goku from the tournament of power would 1 tap Gotenks Beerus style

None of the games has been the same. The only thing that has been constant is large maps. They don't play the same, and most of the games have been developed by the same team (Dimps), so of course, they have similarities in appearance/models/graphics.
