That's how Bulma knew about the location of his laboratory, she heard it from her father (which Gero realized too late). It's easy to conclude that he would know Dr Wheelo was mysteriously trapped in that glacier and hadn't been seen for years. Either way, it's a cool connection, since Wheelo's movie was made waaaay before Dr Gero became a character. He was like his predecessor in that way (both are brilliant scientist who had their brains transplanted into mechanical bodies), which is what this was a nod to.

That explanation that Turles looks like Goku because low class warriors have very few distinguishing facial features was very much a spur of the moment cop-out. Turles came out before bardock (July vs October) so bardock was yet a thing at least officially, but they should retcon it by making Turles a Clone of Bardock. They could describe it as Bardock being the strongest low class that has ever been being as strong as some elites earning him the highest rank of any low class so to improve the low class gene pool it was decided to test cloning Bardock, coincidentally around that time bardock had goku. Or something like that. Not, oh we are identical but that's completely normal, no need to ask more about that
