I have a question. My opponent summons Artifact Scythe during my turn, and the effect that locks me out of my extra deck resolves. I then activate dark ruler no more. So, does the effect of dark ruler no more negate the effect that prevents me from special summoning fron the extra deck?

Scythe is a lingering effect that activated before DRNM, so the Extra Deck lock still applies.

Artifact Scythe effect is a lingering effect so you are still locked even after activating DRNM. You need to negate the Scythe's effect once they were special summoned on the field itself

As W0rdz said. Scythe is a lingering effect, and once it resolves, it's in play for the duration. If you were instead dealing with a continuous effect, like the similar Amorphage Goliath, that WOULD be stopped by negating it with a card like DRNM.
