It doesn't, but there are layers. If one of them is 14 or 15 and the partner is over the age of 21, the legal guardians can bring forth a charge. The court than has to determine if the teenagers mentally developed enough or if the older person was abusing them. In addition to that For ages 16 and 17 it's illegal if there is some sort of powerstructure involved, so teachers, employers, etc. In addition money can't be involved.

​@@patrickstar5136 When I was in school they taught it like this, 14 years is the age were a kid is allowed to have sex with other kids within one year of their own age (that are over 14). With 16 they can legally sleep with people 3 years older and 18 no age restrictions apply.

Hmmm someone might wanna remind Russia of these events: Polish-Muscovite War (1609-1618), Poland gained Severia and Smolensk. Ingrian War (1610-1617), a Swedish invasion which captured Novgorod and Pskov. And finally.... Mongol invasion of Kievan Rus' (1237-1242), a series of invasions that resulted in the Rus' states becoming vassals of the Golden Horde. So when does Russia plan on handing that territory over, it was owned by those guys at some point.
