You can coat yourself in snow through SpEffects, to test if its the snow itself or the Frigid Outskirts that makes you unable to light torches, and also I think there are even some SpEffects for unused coatings.

I actually liked it. The reindeers sucked, but thematically it really made me feel like I was abandoned at the Mountains of Madness. It felt desolate, not merely empty. Like I was fighting was just trying to survive in the Arctic. The boss sucked too, but I appreciated the aesthetic.

Its not a horrible choice, imo. I think its intended to be sadistic. The whole area is basically to troll the git gud mentality, as if the devs were saying "oh, you think the game should be harder? Fuck you, have some horses then" They knew what they were doing when they put the key to access the Outskirts in a room with 3 flexile sentries and a bunch of retainers that could only be accessed if you light the sconces after beating Aava. They knew what they were doing when they gave Lud and Zallen a heal whilst still letting them break your weapons. They knew how obnoxious the horses are. People think the area is an example of incompetence. I disagree, I think the devs knew what they were doing and intentionally made an optional side area with a terrible boss that gives an underwhelming award just to mess with you, throwing every nasty trick they could bar poison.

btw for those suffering in the Forbidden Outskirts; the reindeer only spawn one (or two) at a time, in the blizzard - after each ruin; you can also despawn them if you kill enough of them though it DOES take quite a while; the NPC phantoms really help with this, and so does the second ruin's Pharros contraption that makes healing water. Can also just clear the first two areas and then run through the third.

I am convined that being covered in snow makes you take more durability damage. (Possibly armor but more so, your weapons) When I was in the final DLC my gear always seemed more damaged than usual between bonfires.
